The Good Neighbor Ordinance targets tenants and rental properties that have a history of being a public nuisance. The ordinance establishes guidelines that could end in the eviction of tenants being accused of serious crimes suchas as rape or murder. The ordinace provides a “two strikes” policy for less serious offenses such as disorderly conduct, public intoxication, theft, and intimidation. Code violations are the lowest forms of offenses and would cover complaints such as high weeds, trash in the yard, and abandoned vehicles.
